    Duties & Responsibilities

    Medical Science & Computing is searching for a  Lead Applications Developer and Programmer to provide technical leadership and direction for systems at the National Institutes of Health (NIH).

    • Design, develop, enhance, debug, and implement software, and troubleshoot production problems related to software applications.
    • Troubleshoot developed in-house applications, and enterprise applications in addition to the standard desktop, Windows7 image.
    • Determine what grants database systems meet the customer’s specific business needs
    • Maintain database accounts/permissions/profiles for all staff, maintain a mapping of account permissions for business users to NIH enterprise applications and perform annual audits of all database account permissions and report/certify to NIH that all accounts are current and accura
    • Design and develop ad-hoc queries, reports and data structures against local and/or enterprise data structures based on specific business needs for the user community that augment specific business applications (Oracle and SQL Server), as well as advanced features MS Excel 2010 support (pivot tables, formulas, etc.).
    • Testing of internally developed applications prior to image release, application deployments and environment migrations
    • Assists with setup, deployment of COTS systems and troubleshoot problems (i.e. knowledge of Visual Studio setups)
    • Participate in software development quality assurance (QA) developed software systems through testing, evaluation of products, and recommendations on solutions. The Contractor shall create test scripts and produce results for the Application team.
    • Develop and maintain the just in time (JIT) process for mailers and reports sent to grant applicants on Council results and monthly statuses, sent daily and weekly to Program staff,
    • Research, test, build, and coordinate the conversion and integration of new products based on client requirements.
    • Design and develop new software products or major enhancements to existing software, and address problems of systems integration, compatibility, and multiple platforms.
    • Consult with project teams and end users to identify application requirements, and perform feasibility analysis on potential future projects to management.
    • Assist in the evaluation and recommendation of application software packages, application integration and testing tools, and resolve problems with software and respond to suggestions for improvements and enhancements.
    • Act as team leader on projects, and instruct, assign, direct, and check the work of other software developers on development team. Participate in development of software user manuals. 

     

    Requirements

    Qualifications:

    • BA or BS degree and 14+ years of experience with Software Development or MA or MS degree in CS, Engineering, or IT 
    • 10 years of experience in Software and Application Design, Development, and Test and Evaluation
    • 4 years of experience in programming, and specific project programming languages 
    • 3 years of experience with Database development, Web page design, Computer Based Training development, and using .NET tools and .net Integrated Development Environment tools, asp.net, SQL Server 2017 and Oracle
    • MUST be able to provide 2 links to application developed.
    • One of the following certifications: Certified Software Development Professional (CSDP), Certified Software Engineering Professional(CSEP), (RHCP), CISCO Certified Network Professional (CCNP), Oracle Certified Professional (OCP), or IAT Level II baseline certification in accordance with DoD 8570.01-M, or Information Assurance Workforce Improvement Program 
    • Possession of excellent oral and written communication skills

    Additional Qualifications:

    • Experience with Agile 
    • Experience with the NIH or HHS clients 
    • Ability to be a self-starter, multitask in a fast-paced environment, and prioritize multiple tasks with minimal supervision 
    • Possession of excellent team-oriented, team building, presentation, organizational, analytical, and problem-solving skills
