    MSC is currently searching for an Enterprise Development and Integration Manager to support a Grants Management Research Program. This opportunity is full-time, and it is on site in the Washington, DC Metro area

     

     

    Duties & Responsibilities

    Position Summary

    The Enterprise Development and Integration Manager will serves as the deputy to the program manager for a large, complex, grants management task order and shall work with the Government Contracting Officer (CO), the contract-level Contracting Officer's Technical Representative (COR), task order-level COR(s), government management personnel and customer agency representatives. The Enterprise Development and Integration Manager is responsible for the overall management of the specific task order(s) and insuring that the technical solutions and schedules in the task order are implemented in a timely manner.

     

    Skills & Responsibilities:

    • Establish and maintain project management support services, tailoring the project management approach to team and project needs.
    • Analyze project management needs and tailor industry best practices to suit the environment; apply a wide range of traditional and agile principles to provide responsive and effective project management solutions.
    • Apply knowledge of federal government planning, programming, and budgeting as well as resource planning and execution processes, to support customer program planning, decision briefings, and progress assessment across multiple projects.
    • Develop templates, procedures, and guidelines for managing project information and deliverables.
    • Establish a central repository for project documentation and reporting.
    • Work with stakeholders to define clear project objectives and requirements, agree on priorities, communicate progress updates and demonstrations, and provide responsive change management in frequent planning/re-planning meetings.
    • Document requirements in business cases, project charters, and project plans; update these documents to record progress and changes.
    • Work with cross-functional teams with diverse technical skill sets to support successful project completion; re-plan and adjust project course based on realities of team velocity and dynamic business/user needs.
    • Track progress and report on status and metrics at task/work package and project level.
    • Create project management dashboard for providing timely progress information to project teams and customer management.
    • Raise issues and exceptions; follow-through to resolution.
    • Devise clear risk mitigation strategies and engage appropriate stakeholders.
    • Provide daily status, weekly summaries, and detailed project reviews showing, at a minimum: Schedule attainment, cost projections, planned activities, accomplishments, and risks.
    • Provide, maintain and update project plans, identifying critical path dependencies, major critical milestones, project deliverables, and tracking for Projects and for ongoing Service Delivery
    • Provide mutually agreed reports that represent general health of environments (e.g., backlogged defects/change requests, number of Severity Level 1, 2, and Severity Level 3 defects).
    • Provide Service Request Response Time management reports (including a trend line) for new development work that reflects time to provide time and cost estimates
    • Report productivity per developer/tester month by application (i.e., number of lines of code or function points), including trend line. Granularity (new work vs. maintenance) of information to be mutually agreed to and targets shall be set post baseline.

    Requirements

    Qualifications:

    • B.S. in Business, Information Technology, or other relevant discipline
    • Minimum of 8 years as a Technical Project Manager
    • Experience working in the federal grants research community is a must
    • Experience in applying agile development methodologies
    • Successful track record in delivering value through successful project results that meet business requirements
    • Experience as a manager leading a Software Development and Maintenance contracts with full understanding of software development lifecycle best practices
    • Ability to work collaboratively with cross-functional teams
    • Excellent attention to detail
    • Client interface experience; proven experience managing client expectations & relationships
    • Prior experience managing and/or participating in large, integrated teams including client and other third-party vendors
    • Proven knowledge of program management, performance management, finance and governmental procurement
    • Experience in research organizations

     

    Certifications:

    • Project Management Institute (PMI) certified Project Management Professional (PMP) preferred
    • ITIL v3 preferred
    • Certified Scrum Master preferred
