    Duties & Responsibilities

    Medical Science & Computing is searching for a Program Analyst in support of infrastructure services at the National Institutes of Health (NIH).

     

    Primary Responsibilities:

    • Establish and maintain cooperative working relationships with a diverse group of staff members, stakeholders, and customers.
    • Attend key meetings with stakeholders; document meeting minutes, requirements, and decisions; follow through on action items.
    • Coordinate acquisition processes between SMEs and corporate contracts support across hardware, software, and services.
    • Identify and manage risks across program activities, assessing impact, probability, and response alternatives.
    • Analyze program and administrative management information needs and develops reporting systems to address gaps; determine data needs; recommend data gathering and analysis tools; evaluate alternatives; facilitate reviews and approvals; and work across teams to implement solutions.
    • Analyze operations effectiveness proactively and reactively; develop business cases, After Action Reports (AARs), Timelines, Corrective Action Plans (CAPs), and Plans of Action and Milestones (POAMs) as appropriate; follow change management procedures for introducing and garnering approvals on strategic improvement initiatives.
    • Initiate and manage process improvement projects; document as-is and to-be workflows; advise on opportunities for automation in support of operational goals; identify change management and training needs.
    • Develop and modify program policies, procedures, and work instructions as required to meet performance goals and Service Level Agreements (SLAs).
    • Perform management studies to assess effectiveness and efficiency across program initiatives; analyze work load, work methods, staffing models/utilization, management practices, and compliance with requirements.
    • Assist with general administration, reporting, knowledge management, and other activities as needed.

     

     

    Requirements

    Position Requirements:

    • Bachelor’s Degree in Business, Communication, or other related discipline
    • ITIL v3 Foundation or higher level certification and experience working in environments with ITIL-based processes
    • Experience in acquisition-related processes for purchasing hardware, software, and services
    • Experience in a scientific research and development (R&D) environment with demonstrated ability to analyze problems and propose multiple alternative solutions
    • Ability to effectively and confidently communicate – in writing and presentations – complex topics and procedures with team members and all levels of customer stakeholders
    • Experience managing documentation for program/project management, strategic planning, and training purposes
    • Knowledge of project management techniques- traditional and agile - and experience applying them to successful project completion
    • Ability to adapt to rapidly changing requirements with a flexible and creative approach to brainstorming, troubleshooting, and problem solving
    • Experience with tools for managing projects, processes/workflows, and documentation such as Jira, SharePoint, ServiceNow, Visio, etc.
    • Must meet all requirements for obtaining and maintaining a Public Trust Clearance
