    Duties & Responsibilities

    Medical Science & Computing is searching for a Resources Manager to provide recruiting, onboarding/offboarding, succession planning, and training and development support for teams providing technical services for the National Institutes of Health (NIH).

     

    Primary Responsibilities:

    • RECRUITING
      • Work collaboratively with the Program Manager to fill open positions on the contract effectively and efficiently.
      • Source qualified candidates within 24 hours of identified need.
      • Schedule phone screens and in-person interviews with hiring managers, following up as required.
      • Keep a pipeline of qualified candidates at the ready.
      • Work with Human Resources to establish an internship program.
    • ONBOARDING
      • Conduct contract orientation for new hires.
      • Complete government accession paperwork for new hires.
      • Organize setup of desk/supplies.
      • Facilitate transport to campus for fingerprinting and badging.
      • Assist in following up on corporate orientation and forms completion.
    • MORALE
      • Build relationships with team members.
      • Assess individual and team morale; raise issues and risks as warranted.
      • Work collaboratively with Program Manager and Team Managers/Leads to plan brown bag lunches, team treats, and rewards.
      • Coordinate special events for team building and peer/team recognition.
    • SUCCESSION PLANNING
      • Create, update, and maintain succession plans for all positions on the contract.
      • Work with program manager and task area leads to assess backup development needs and candidate readiness.
      • Identify positive and negative transition risks; focus on recruiting/backfilling as required.
      • Revise plans as required: Provide updates to government leads on a quarterly basis and within 90 days of any changes.      
    • TRAINING AND DEVELOPMENT
      • Map team skills to contract requirements; identify gaps; develop hiring, training, and development plans to fill gaps.
      • Facilitate individual and group training and development plans.
      • Work with external vendors to schedule training, process registrations, and acquire study materials.
      • Establish internal study groups for key certifications.
    • OFFBOARDING
      • Complete government separation checklist process and paperwork.
      • Collect employee badges, access cards, equipment, etc.
      • Ensure effective knowledge transfer between outgoing staff member and replacement.

    Requirements

     

     

    Position Requirements:

    • Bachelor’s degree from an accredited institute in a relevant discipline
    • 5 years’ experience recruiting for Service Desk, Infrastructure, and Project Management positions
    • Proficient user of social media, web boards, and talent databases in sourcing and tracking candidates
    • Ability to effectively address multiple quick-turnaround vacancies simultaneously
    • Ability to assess candidates and exercise good judgement effectively and efficiently
    • Strong attention to detail
    • Ability to maintain complete confidentiality of information at all times
    • Proficient user of Microsoft Office and Visio
    • Experience in succession planning and documentation
    • Familiarity with technical certifications and training providers; experience negotiating training contracts
    • Ability to listen attentively and communicate effectively and confidently in writing, via telephone, and in face-to-face interactions
    • Ability to work effectively with minimal direction and a high degree of flexibility and adaptability
    • Excellent customer service skills
    • Familiarity with the National Institutes of Health and the Enterprise Project Life Cycle (EPLC)
    • Familiarity with ITIL principles; ITIL v3 Foundation certification preferred
    • Meet all requirements for obtaining and maintaining a Public Trust Clearance
