    Duties & Responsibilities

    Medical Science & Computing is searching for an ITIL-certified Asset Manager to lead configuration management support for enterprise IT systems at the National Institutes of Health (NIH).

     

    Primary Responsibilities:

    • Lead efforts to assess and improve asset management processes and controls by applying the ITIL framework and implementing best practices and enterprise tools.
    • Work with stakeholders to define clear asset management objectives and requirements, agree on priorities, communicate progress updates and demonstrations, and provide responsive change management throughout the system life cycle.
    • Develop, maintain, and enhance policies, procedures, quality and performance measures, and related documentation aimed at supporting compliance with IT standards, security, and governance and effectively managing risks and costs to achieve business performance objectives.
    • Manage IT hardware and software assets throughout the full life cycle from acquisition through disposal.
    • Provide detailed reports on assets as required to support knowledge management and facilitate forecasting, planning, and incident/problem resolution; support effective and efficient decision making by ensuring accurate, reliable, and timely information.
    • Provide thought leadership in addressing challenges and suggesting alternative ideas.
    • Manage the ServiceNow Asset Management module and all related data collection, documentation, quality assurance, and reporting processes.
    • Develop templates, guidelines, and processes to facilitate consistency, accuracy, and traceability in identifying, recording, verifying, controlling, and maintaining asset information.
    • Interface effectively with cross-functional teams with diverse technical skill sets.
    • Lead effective transformations by challenging, inspiring, and supporting culture of continuous improvement and information-driven decision making.
    • Implement relevant audit processes to assess inventory and compliance; compare actual status with system records; work with stakeholders to remedy identified issues; keep customer informed throughout. 
    • Raise risks, issues, and exceptions; follow-through to resolution.
    • Capture and apply lessons learned to facilitate continuous improvement.

     

     

    Requirements

     

    Basic Qualifications:

    • Bachelor’s Degree in Business, Information Technology, or related discipline
    • Minimum of five years of proven experience in IT asset management in complex, research-oriented organizations
    • ITIL Expert certification required
    • Demonstrated understanding of and experience implementing and improving processes within an ITIL-based environment
    • Excellent organization and technical project management skills using both traditional and agile methodologies; PMP certification preferred
    • Familiarity with IT project governance and HHS Enterprise Project Life Cycle (EPLC)
    • Experience with the ServiceNow IT Asset Management, Configuration Management, and Change Management modules
    • Ability to think analytically and independently with a strategic mindset to provide the thought leadership necessary to introduce incremental and evolutionary change
    • Demonstrated success as an effective transformational leader who will challenge, inspire, and support while effectively interfacing with personnel at all levels
    • Ability to effectively, collaboratively, and confidently communicate – in writing and presentations – complex topics and procedures with cross-functional team members and all levels of customer stakeholders
    • Excellent client management and customer service skills
    • Excellent attention to detail, quality, and follow-through
    • Commitment to continuous improvement and the elimination of performance variability
    • Experience in a scientific research and development (R&D) environment with demonstrated ability to analyze problems and propose multiple solutions
    • Must meet all requirements for obtaining and maintaining a Public Trust Clearance
