    Duties & Responsibilities

    Medical Science & Computing is searching for a Change Manager to support enterprise information technology support teams at the National Institutes of Health (NIH).

    Primary Responsibilities:

    • Work with cross-functional teams with diverse technical skill sets to support successful configuration, change, and release management.
    • Track all requests for change (RFCs) throughout the change and release process along with impacted configuration items using the designated tools.
    • Manage all change records; assess RFCs by reviewing the 7Rs of change from customer, engineer, and vendor perspectives; follow up to gather additional information as required.
    • Verify that changes are planned, engineered, tested and approved prior to their implementation in any system or infrastructure component.
    • Develop, maintain, and enhance policies, procedures, and other relevant documentation for the change management process; collaborate with government leads to enforce compliance and foster continuous improvement.
    • Facilitate Change Advisory Board (CAB) and Emergency Change Advisory Board (ECAB) reviews, approval voting, and meetings (virtual and in-person); obtain the appropriate signatures or e-mail approvals on all required decisions and documentation; publish agendas, meeting minutes, and decision memos; coordinate and communicate resolution of change management issues.
    • Support configuration management identification and documentation in the review, processing and approval of requests for change.
    • Help determine configuration items and environments which require change control, in support of change process and policy.
    • Manage change release schedule; identify dependencies and resolve conflicts as required.
    • Facilitate the post-implementation review process; collect lessons learned and follow-through on continuous improvement actions.
    • Gather performance measures and metrics; present to decision makers and stakeholders for awareness and continuous improvement participation and decisions.
    • Coordinate stakeholder communication for effective management and control of changes.
    • Raise risks, issues, and exceptions; follow-through to resolution; devise clear risk mitigation strategy and engage appropriate stakeholders.
    • Gather requirements and research solutions to configuration, change, and release management challenges and improvement initiatives.
    • Prepare briefings and reports as required.
    • Enforce government change governance decisions.






    Position Requirements:

    • Bachelor’s Degree in Business, Computer Science, or equivalent required
    • Minimum of five years of proven experience in IT change management in complex, research-oriented organizations
    • ITIL Expert certification required
    • Demonstrated understanding of and experience with change management, configuration management, and release management processes in an ITIL-based environment
    • Knowledge and experience in Software Development Lifecycle (SDLC) and infrastructure operations to include change management, configuration management, and release management processes
    • Experience with change management tools within ServiceNow and Jira
    • Ability to communicate effectively, collaboratively, and confidently – in writing and in one-on-ones, small groups, and large group meetings/presentations – to all levels of technical and nontechnical stakeholders
    • Strong service orientation, balancing needs across multiple stakeholders and providing thought leadership and a continuous improvement mindset in proposing solutions
    • Ability to analyze problems and propose multiple alternative solutions
    • Skilled at establishing rapport with colleagues, working collaboratively with cross-functional teams, and coordinating effectively with other internal departments
    • Skilled at managing multiple work priorities concurrently and demonstrating initiative with limited supervision
    • Ability to adapt to rapidly changing requirements with a flexible and creative approach to brainstorming, troubleshooting, and problem solving
    • Experience reviewing deliverables for completeness, quality, and compliance with established standards and policies, demonstrating the highest attention to detail in execution and record keeping
    • Ability to meet all requirements for obtaining and maintaining a Public Trust Clearance
