    Duties & Responsibilities

    MSC is currently searching for an Infrastructure Operations Manager to provide technical leadership and direction for systems at the National Institutes of Health (NIH).

    Primary Responsibilities:

    • Establish, build, and lead a diverse, world-class 24/7 infrastructure operations team; manage cross functional teams specializing in server administration (Linux, Mac, and Windows), cloud services, web and application hosting, storage, backup and recovery, desktop engineering, and systems administration; create and drive a culture of ownership, innovation, collaboration, accountability, and safety.
    • Manage day-to-day operations of data centers, server rooms, and LAN closets to maximize uptime in the most cost-effective way; enforce environmental and safety standards.
    • Analyze infrastructure support needs, evaluate technical solutions, and apply industry best practices to provide responsive and effective solutions that align with customer goals and mission.
    • Evaluate existing operating protocols, policies, and procedures; recommend changes and maintenance plans for optimization and quality improvements.
    • Work with multiple stakeholders to identify, recommend, develop, implement, and support cost-effective technology solutions to operations challenges.
    • Operate, monitor, maintain, and support physical facilities capacity and systems to include rack space utilization, heating and cooling of air (CRAC/CRAH units) and water, cabling, power supply, generators, UPS systems, fire warning/suppression, and continuous monitoring.
    • Support Security Management by developing documentation for SA&A, POA&M, and other security initiatives; security training for site personnel; and ongoing tests and remediation plans.
    • Lead incident response to facilities and infrastructure outages and downtime, notifying government and contractor staff, managing performance issues, and minimizing recovery time in accordance with policies and procedures.
    • Perform Project Management for enhancement implementations, and establish and maintain relevant documentation, as required.
    • Create and maintain documentation and appropriate signage/labeling on all aspects of the data center, including electrical and mechanical systems, equipment and installations, systems hosted, and disaster recovery (DR) / continuity of operations (COOP) plans.
    • Contribute technical requirements, evaluation criteria, performance feedback, and operational concerns/risks in support of procurement activities.
    • Plan and execute operational budgets; develop creative approaches for reducing operational costs and total cost of ownership while improving overall operations efficiency.
    • Participate in requirements gathering, planning, and buildouts of new data centers, server rooms, LAN closets, and office/lab space to support IT infrastructure; review building plans and specifications; and conduct site-visits during construction.
    • Develop, implement, communicate, and enforce IT policies, procedures, and process improvements.
    • Establish guidelines to monitor systems performance and ensure service stability; track progress and report on status of systems operations as well as infrastructure capacity, integrity, and availability.
    • Monitor physical inventory levels and virtual capacity; recommend purchases of equipment and supplies as needed to meet operational requirements and maintain agreed upon standby levels.
    • Raise risks, issues, and exceptions; devise clear mitigation strategies; follow-through to resolution.
    • Research emerging trends and new technologies to identify potential improvements; develop business case justifications and cost/benefit analyses for IT spending and initiatives.
    • Ensure the efficient utilization of IT resources, personnel, and equipment.
    • Manage on-call rotation and infrastructure maintenance schedules.

     

    Requirements

    Basic Qualifications:

    • Bachelor’s Degree in Computer Science, Engineering, or related discipline
    • 10+ years of experience managing technology operations in critical, complex, research-oriented environments, including data center operations, monitoring, incident management, and DR/COOP
    • 5+ years of supervisory experience, leading and developing cross-functional technical teams
    • Technical certifications attesting to well-rounded and advanced knowledge and skills across networks, servers, databases, cloud services, security, and other related disciplines
    • Data Center certifications to include Certified Data Center Professional (CDCP) certification and Data Center Energy Practitioner (DCEP) certification
    • Demonstrated understanding of and experience implementing and improving processes within an ITIL-based environment; ITIL Foundation certification required; ITIL Expert certification preferred
    • Excellent organization and technical project management skills using both traditional and agile methodologies; familiarity with IT project governance and HHS Enterprise Project Life Cycle (EPLC); PMP certification preferred
    • Working knowledge of electrical and mechanical systems to include power, UPS, HVAC, network, cabling, server and storage infrastructure
    • Experience with Data Center Infrastructure Management (DCIM) tools, including APC StruxureWare and iTRACS
    • Understanding and experience working within the Federal Data Center Consolidation Initiative (FDCCI) and Data Center Optimization Initiative (DCOI)
    • Excellent problem solving, decision making, and prioritization skills balancing multiple demands in a dynamic environment
    • Ability to effectively and confidently communicate complex concepts – in speaking and writing –with team members and all levels of technical and nontechnical customer stakeholders
    • Outstanding leadership, team building, and consensus building skills across diverse skill sets and stakeholder perspectives
    • Ability to create diagrams, policies, procedures, presentations, etc., as needed for day-to-day management as well as read blueprints/schematics, etc. as needed for planning/issue remediation
    • Experience managing vendors, installation teams, removal teams, and property requirements
    • Excellent attention to detail, quality, and follow-through; commitment to continuous improvement and the elimination of performance variability
    • Ability to think analytically and independently, providing the thought leadership necessary to introduce incremental and evolutionary change
    • Ability to adapt to rapidly changing requirements with a flexible and creative approach to brainstorming, troubleshooting, and problem solving
    • Strong work ethic and accountability; willing to work outside normal business hours when required for on-call support, maintenance, and/or incident response
    • Ability to meet all requirements for obtaining and maintaining a Public Trust Clearance
