    Duties & Responsibilities

    Medical Science & Computing is searching for a Senior Software Systems Engineer to support enterprise information technology support teams at the National Institutes of Health (NIH).

    Primary Responsibilities:

    • Lead service delivery for all application hosting services ranging from shared rack space through full hardware, software, storage, security, and support.
    • Manage hosting and co-location requests; assemble cross functional project team to review requests, advise customers, and deliver appropriate hosting solutions; coordinate with the responsible groups to confirm availability of required space, power, cooling, and network connectivity, and coordinate the provisioning of the required space.
    • Coordinate across functions to provision virtual and physical server infrastructure; build and set up multi-tiered environments, implementing tools for automating builds and deployments where practical; administer shared services – such as Apache, IIS, Tomcat, JBoss, Drupal, Java/Perl/PHP/R/Python, and Oracle Application Server / Weblogic Suite – across the hosting environments.
    • Provide technical consultations, assistance, and recommendations to customers and federal staff in regard to any hardware, software, and/or services procurement requirements.
    • Create and maintain accurate detailed information on applications hosted as well as policies, procedures, reports, and other documentation related to application hosting and support services.
    • Develop and maintain hosting Service Level Agreements (SLAs); analyze support and resource requirements; recommend approvals and/or modifications as appropriate.
    • Provide technical support on hosting, installation, deployments, batch updates, testing, performance tuning, security, and problem resolution for applications and/or software components.
    • Implement 24x7 monitoring and alerting; respond to alerts and lead resolution efforts; communicate status and progress to customer and federal leads.
    • Collect and report on metrics including CPU utilization, memory usage, network usage, and drive utilization.
    • Collaborate with Security to ensure that the hosted application systems and software conform to government requirements; contribute to SA&A / ATO efforts and certificate management process; identify and remediate security vulnerabilities; manage waiver process for noncompliant components.
    • Contribute to the development, implementation, and maintenance of strategic plans, technology stacks, service catalogs, change and configuration management, and related forms, templates, and documentation.
    • Work with systems owners and federal leads to determine data and application protection needs; provide storage, backup, recovery, load-balancing, and failover services in accordance with agreed requirements, including nightly data backups and on-demand restoration.
    • Participate in disaster recovery (DR) and continuity of operations (COOP) planning and quarterly testing to ensure application and data integrity, confidentiality, and availability; provide after action reports and follow through on improvement plans.
    • Perform scheduled maintenance activities on all relevant components of the hosting environment to support application hosting.
    • Provide custom server-side scripting and automation as needed.
    • Track and maintain software inventory and manage code repositories and relevant tools.
    • Raise risks, issues, and exceptions; devise clear mitigation strategies; follow-through to resolution.
    • Implement and administer COTS applications, including SharePoint Online.




    Basic Qualifications:

    • Bachelor’s Degree in Computer Science, Engineering, or related discipline
    • 10+ years of experience providing end-to-end technical support, application management, project management, systems administration, and operations support in an application hosting environment
    • Technical expertise in application hosting solution design and implementation, performance tuning, migration, operations, and security
    • Proficiency in infrastructure and platforms and software applications, including Windows server OS, Linux server OS, Apache, IIS, Tomcat, JBoss, and Drupal
    • Demonstrated experience working with LDAP, Open Directory, and Active Directory
    • Technical certifications that demonstrate well-rounded and advanced knowledge and skills in Windows, Linux, VMware, Databases, Cloud services, etc.
    • Demonstrated understanding of and experience implementing and improving processes within an ITIL-based environment; ITIL Foundation certification required; ITIL Expert preferred
    • Excellent organization and technical project management skills using both traditional and agile methodologies; familiarity with IT project governance and HHS Enterprise Project Life Cycle (EPLC); PMP certification preferred
    • Excellent customer service skills in working with customer leads and stakeholders and helping end users with tasks such as data transfers, restores, and permissions management
    • Ability to adapt to rapidly changing requirements with a flexible and creative approach to brainstorming, troubleshooting, and problem solving
    • Ability to effectively and confidently communicate – in writing and presenting – complex topics and procedures with team members and all levels of customer stakeholders
    • Strong work ethic and accountability; willing to work outside normal business hours when required for on-call support, maintenance, and/or incident response
    • Ability to meet all requirements for obtaining and maintaining a Public Trust Clearance
