    Duties & Responsibilities

    Medical Science & Computing is searching for an Engineering Manager to support enterprise information technology support teams at the National Institutes of Health (NIH).

    Primary Responsibilities:

    • Lead the planning, design, development and delivery of secure and cost-effective IT solutions and services and IT processes that align with scientific and business needs and market trends.
    • Consult with system owners and key stakeholders to provide engineering support for all IT solutions and services.
    • Develop cloud and XaaS computing strategies, governance, policies, procedures, and DR/COOP plans; implement and manage these services, supporting new development and migrating legacy applications using most appropriate computing models and architecture for specific use cases.
    • Maintain knowledge of industry trends and relationships with key vendors to identify candidates both for exploration/adoption and retirement/replacement for infrastructure roadmap planning and cost-value analyses.
    • Perform feasibility studies, proofs of concept, pilots, and technology bake-offs aimed at identifying and selecting emerging technologies for implementation based on value potential.
    • Work with Security to ensure adequate hardening, security planning, maintenance, and DR/COOP preparations; complete SA&A/ATO paperwork and processes; work through POA&M items; and maintain secure posture throughout infrastructure/system lifecycles.
    • Assemble and lead strategic and responsive swarm teams to facilitate the delivery of mission critical, high priority, and time sensitive projects.
    • Use an agile project management approach to facilitate incremental, iterative, and collaborative progress in solutions analysis, design, development, testing, and production implementation.
    • Provide comprehensive transition planning for transferring newly developed solutions to the IT Operations and Service Desk teams for production support.
    • Create and maintain technical documentation of recommendations and solutions; write specifications, how-to documentation, test plans, test reports, standard operating procedures (SOPs), and best-practice white papers; provide training for developers, systems operations, and service desk personnel.
    • Raise risks, issues, and exceptions; devise clear mitigation and communication strategies; follow-through to resolution.

     

     

     

    Requirements

     

    Basic Qualifications:

    • Bachelor’s Degree in Computer Science, Engineering, or related discipline
    • 10+ years of engineering experience facilitating the evaluation and implementation of emerging technologies and innovative solutions
    • Demonstrable expertise, certifications, experience, and achievements across infrastructure domains, including networking, hosting, server services, storage and data protection, security, and cloud services, and IT service management.
    • Certifications that demonstrate well-rounded and advanced knowledge and skills in Windows, Linux, VMware, Databases, Extreme Networks, EMC Storage, etc.
    • Architect-level certification in AWS or Microsoft Azure preferred
    • Demonstrated understanding of and experience implementing and improving processes within an ITIL-based environment; ITIL Foundation certification required; ITIL Expert certification preferred
    • Excellent organization and technical project management skills using both traditional and agile methodologies; familiarity with IT project governance and HHS Enterprise Project Life Cycle (EPLC); PMP certification preferred
    • Excellent customer service skills in working with customer leads and stakeholders and helping end users with tasks such as data transfers, restores, and permissions management
    • Ability to adapt to rapidly changing requirements with a flexible and creative approach to brainstorming, troubleshooting, and problem solving
    • Ability to effectively and confidently communicate – in writing and presenting – complex topics and procedures with team members and all levels of customer stakeholders
    • Demonstrated ability to champion ideas, generate enthusiasm for solutions, and transmit knowledge required for ongoing maintenance and improvement
    • Strong work ethic and accountability; willing to work outside normal business hours when required for on-call support, maintenance, and/or incident response
    • Ability to meet all requirements for obtaining and maintaining a Public Trust Clearance
