    Duties & Responsibilities

    Medical Science & Computing is searching for a Senior Database Administrator to support enterprise systems at the National Institutes of Health (NIH).


    Primary Responsibilities:

    • Provide scalable database hosting and support services for business management and scientific applications in physical, virtual, and cloud environments; meet performance, reliability, functionality, data integrity, security, and uptime/availability requirements for application development, testing, and production operation.
    • Manage database platforms, new installs and upgrades, migrations, database backup and recovery, and general administration services using relational – Oracle, MySQL, Microsoft SQL Server, PostgreSQL, MariaDB, FileMaker Pro server – and non-relational – MongoDB, XML-based databases, etc. – database technologies.
    • Provide operational and maintenance support for Oracle Clinical and integrated applications including installation, configuration, administration, validation, upgrades, patches, exports, reporting, security and privacy compliance, and user support.
    • Provision and maintain database instances/containers and high availability clusters including software installation, configuration, patches, upgrades, backups, restores, replication, and standby databases.
    • Provide technical consulting for project teams, application developers, and end users addressing physical database design and implementation, sizing, table space allocations, schemas and schema objects, performance tuning, database/data migrations, data loading, data integrity, data security, data sets, scripts, integrations, and data analysis tools.
    • Perform database analysis services aimed at managing capacity, performance tuning, continuous monitoring, resource utilization, proactive infrastructure planning, and risk mitigation in accordance with service level agreements (SLAs) and specific performance metrics defined by the customer.
    • Manage and improve database service quality; demonstrate results/impact using measures and metrics.
    • Develop and maintain custom scripts and stored procedures to automate repetitive tasks and improve consistency in operations and maintenance activities.
    • Develop and document database backup and recovery strategy, plan, and procedures in accordance with HHS and NIH policies.
    • Perform disaster recovery (DR) and continuity of operations (COOP) planning; conduct testing on a quarterly basis to ensure data integrity, confidentiality, and availability; report on testing activities, results, and continuous improvement action plans.
    • Ensure database systems comply with security and privacy regulations and standards through strategies and policies, auditing, encryption, reporting, and security assessment and authorization (SA&A) activities.
    • Manage user accounts in accordance with NIH password policies, user access requirements/rights, and client connectivity.
    • Monitor and respond to customer’s requests for general administration, user accounts, deployments, batch updates, restorations, incident support, and technical consulting in accordance with SLAs.
    • Deploy approved release packages and break-fix solutions in accordance with all enterprise architecture and configuration, change, and release management policies and procedures.
    • Document standard operating procedures (SOPs), overall service structure and objectives, service inventory, risks and mitigations, and resource plans.
    • Track industry trends and maintain knowledge of new technologies to better serve the enterprise's architecture needs.
    • Serve as a key member of the senior technical leadership team; plan, prioritize and manage highly complex projects, operations, service requests, and routine assignments.
    • Coordinate work assignments and provide technical oversight in support of fellow Database Administrators, monitoring schedules and work quality.
    • Participate in on-call rotation for off-hours support.




    • Bachelor’s Degree in Computer Science, Information Systems, or other related business, scientific, or technical discipline
    • 10+ years of continuous and progressive hands-on experience in database hosting, database administration, operation and maintenance support working with relational databases – Oracle, Microsoft SQL Server, MySQL, PostgreSQL, MariaDB, and FileMaker Pro – and nonrelational databases –MongoDB and NoSQL – in physical, virtual, and clustered environments
    • Technical expertise in database design and implementation, application database performance tuning, application data migration, data loading, data integrity, data security, and system interoperability
    • Experience supporting large enterprise database systems (200+ instances) and applications in highly available architectures (clustering, data replication and database mirroring) hosted on Windows and Linux platforms in a complex research-based 24/7 enterprise environment
    • Experience working with Oracle Clinical (OC) including front-end application, backend database, web server and Oracle Weblogic Suite/Application Server; experience with implementation, upgrades, operations, and maintenance.
    • Proficiency in database related tools (such as OEM, TOAD, DataGuard, RMAN, ASM, GoldenGate, etc.) and reporting tools such as SAP Crystal Reports/Business Objects, etc.
    • Applicable certifications to demonstrate technical and management competencies such as vendor-sponsored programs on operating systems (Linux, Microsoft) and databases (Microsoft, PostgreSQL, MySQL, Oracle) and vendor-independent (CompTIA Project+, Security+, etc.; Project Management Institute Project Management Professional (PMP); Scrum Alliance Certified Scrum Master (CSM); etc.)
    • Experience managing work tasks via tools such as JIRA and ServiceNow
    • Ability to effectively and confidently communicate – in writing and presentations – complex topics and procedures with team members and all levels of customer stakeholders
    • Excellent organizational skills and strong attention to detail
    • Ability to adapt to rapidly changing requirements with a flexible and creative approach to brainstorming, troubleshooting, and problem solving
    • Enthusiastic, proactive, positive attitude with great listening skills, high integrity, and a keen sense of customer service
    • Willingness to travel locally within the Montgomery and Frederick counties in Maryland
    • Willingness to work outside of normal business hours as needed for maintenance, on-call coverage, incident response, etc.
    • Must meet all requirements for obtaining and maintaining a Public Trust Clearance


    Preferred Qualifications:

    • Experience in a scientific research and development (R&D) environment with demonstrated ability to analyze problems and propose multiple alternative solutions
    • Proficiency in Oracle Clinical
    • Experience working in FISMA Moderate and High environments
    • ITIL v3 Foundation or higher level certification
