    Duties & Responsibilities

    Medical Science & Computing is searching for a Project Manager to serve on a large scale grants program.

     

    The Project Manager coordinates the technical and functional requirements, IT Project Management, Development Life Cycle Methodology (SDLC), Customer Relationship Management, business process analysis/reengineering, system requirement definition, process and functional design, release management, system development and implementation, and strategic planning. Continuous process improvement, CMMI, and SDLC

     

    The Project Manager participates in and provides administrative and technical expertise to software development projects; is responsible for tracking milestones, and producing deliverables; balances risks, schedules, and resources; coordinates cross-functional teams of various sizes with diverse technical skills sets; advises on technical issues; provides a monthly status report monitoring the quality assurance, configuration management, and security management; and communicates project issues to stakeholders and senior management.

     

    • Prioritize change requests from business owners and determine the scope of releases with Research.gov Federal Leads based on budget, resource availability and other competing priorities.
    • Work with the teams to determine level of effort based on release scope and effectively manage project budgets.
    • Develop project schedule using MS Project and manage resource allocation.
    • Manage interdependencies of deliverables amongst different teams and cross-cutting impacts.
    • Actively identify and assess risks associated with the project and notify Senior Management of potential impacts to project delivery; create and maintain project risk register
    • Manage project deliverables and milestones through scrum meetings with the cross functional team and provide status updates to Client.
    • Facilitate and co-ordinate integrated testing activities among different vendors and the client.
    • Organize communications campaign and training for the Research.gov user groups and create training curriculum.
    • Lead Incident Management activities for Research.gov and co-ordinate day-to-day operations using Siebel CRM.
    • Set up escalation and operating procedures for incident resolution
    • Manage a team of analysts and led requirement gathering and JAD sessions with multiple stakeholder groups for implementation of critical Government policy mandate.
    • Elicit requirements using interviews, focused working groups, data analysis.

     

    Requirements

    Position Qualifications

    • Bachelors or Master’s Degree
    • Current PMI-PMP certification
    • 5+ years of experience developing the software and/or managing the software development projects.
    • 2+ years of technical project management experience preferably in the grants management arena
    • Extensive knowledge of SDLC and practical experience applying different methodologies including Agile.
    • Experience in developing and de-conflicting project schedule using MS Project and manage resource allocation.
    • Experience managing project delivery and milestones in Agile/Scrum environment
    • Web development/support experience.
    • Microsoft Office, SharePoint, MS Project or similar software.
    • Effective verbal and written communications.

    Additional Desired Skills/Qualifications

    • Master degree is preferred.
    • Agile, Scrum certifications preferred.
    • NIH or HHS related experience preferred.
    • Experience with Team Foundation Server.
    • Experience with IBM Rational software.
    • Experience with BI/analytics solutions, Crystal Reports.
    • Experience with content management solutions, data warehouses, .Net, PowerBuilder, SQL, ETL.
