    Duties & Responsibilities

    MSC is searching for an on-site Program Manager for an enterprise task order management contract within NIH. (Contingent on Award) This position will be located in Rockville, MD area.


    The Program Manager will manage IT contract with NIH and shall work with the Government Contracting Officer (CO), the contract-level Contracting Officer's Technical Representative (COR), Task Order-level COR(s), other government management personnel and customer agency representatives as the designated representative of MSC. PM shall be responsible for formulating and enforcing performance work standards; assigning work schedules; reviewing work discrepancies; supervising contractor personnel; and communicating policies, purposes, and objective of the contract.

    • Use knowledge of federal government planning and industry best practices to plan, direct, and control overall management and operational functions of the contract and subsequent Task Orders.
    • Customize management approach to suit the environments of individual Task Orders; applying a wide range of traditional and agile principles to provide responsive and effective project management solutions.
    • Develop templates, procedures, and guidelines for managing project information and deliverables as well as providing reports to corporate and customer stakeholders.
    • Develop rapport with customers to delineate concise objectives and requirements, prioritize actions, maintain communications, and provide responsive change management in frequent planning/re-planning meetings to maintain alignment with customer mission.
    • Work with technical leads and cross-functional teams with diverse technical skill sets to support successful project completion; ensure dynamic agility in Task Order/contract performance with the ability to course correct and rapidly refocus based on shifting customer needs.
    • Track progress and report on status and metrics at task/work package and project level.
    • Create project management dashboard for providing timely progress information to project teams and customer management.
    • Raise issues and exceptions; follow-through to resolution.
    • Devise clear risk mitigation strategies and engage appropriate stakeholders.

    Requirements

    Qualifications: 

     

    • Bachelor degree in Computer Science, Information Systems, Engineering, Business, or other related discipline is required.
    • A Master of Science (MS) in Information Technology is preferred.
    • This position requires a minimum of seven years of experience, of which at least five years must be specialized.
    • Client interface experience; proven experience managing client expectations & relationships to build rapport and maintain positive working relationships with a diverse customer base
    • Prior experience managing and/or participating in large, integrated teams of subcontractors, client representatives, and technical/administrative professionals
    • Experience with project development and management from inception to deployment, expertise in the management and control of funds and resources using complex reporting mechanisms, demonstrated capability in managing multi-task contracts and/or subcontracts of various types and complexity.
    • Experience working in agile environments is a plus
    • Ability to read, write and communicate in English to large and diverse audiences

    Certifications: 

    • Project Management Institute (PMI) certified Project Management Professional (PMP) required
    • Certification from Help Desk Institute: Help Desk Manager (HDM) ITIL v3, SCRUM, or related professional technology management certifications highly desirable
    • One of the following certification required:
      • Microsoft Certified Desktop Support Technician
      • Microsoft Certified IT Professional (MCITP)
      • Enterprise Desktop Support Technician on Windows 7
      • MCITP: Enterprise Desktop Administrator on Windows 7
      • Microsoft Certified Technology Specialist: Windows 7
      • Microsoft Certified Solutions Associate: Windows 7
      • Microsoft Certified Systems Engineer: Desktop Infrastructure
      • Apple Certified Support Professional
      • Apple Certified Technical Coordinator (ACTC)
